- Increase interest rates with clin set at 14%
- Slow APR growth when utilization is outside the optimal region to give borrowers ample time to adjust positions without paying excessive rates. The change will help retain borrowers.

- at 90% (critical): 15.75% floor, grows to 18.75% in 24h
- at 100%: 50% floor, grows to 88.5% in 24h
- below optimal, APR drops aggressively (-200pp APR when U = 79%)
